Positions in the Sibley County Public Health and Human Services Department are Merit System Positions. In those cases, you must complete the Merit System Application on line (see link in ad). These positions require that you be on the Merit System Register to be eligible for an invitation to interview. You may read about the Merit System by going to the Minnesota Department of Human Services website.

Sibley County awards Veteran's Preference points to qualified veterans and spouses of deceased or disabled veterans. These points are added to the passing exam score. Points are awarded subject to the provisions of Minnesota Statutes 43A.11. Applicants must supply a copy of their DD214 (this must show years of service and type of discharge). Disabled veterans must also supply form FL 21-802 or an equivalent letter from a service retirement board. Spouses applying for preference points must supply their marriage certificate, the veteran's DD214 (this must show years of service and type of discharge) and FL21-802 or death certificate. Veteran's preference points are included in the score if: 

  1. The applicant has completed the veteran's preference sections of the employment application
  2. Receives a passing score
  3. The supporting documentation is provided
  4. The claim for preference is approved

Scoring of Application

Recruitment, selection and advancement of employees shall be based on job related factors such as relative education, experience, ability, knowledge and skill.

An applicant for a vacancy shall complete an employment application form and other required documents to provide information describing their skills, education, experience, licenses, etc.

The county designs a selection process which includes, at a minimum, an objective screening tool to evaluate applications for job-related experience and training. The scores on the screening tool are used to determine which applicants will move forward in the selection process. The selection process may include competitive examinations, experience and training ratings, physical abilities assessments, oral interviews, and/or other valid selection techniques.
